Roger Clements was born 3 April 1832. He served in the Confederate army during the Civil War. After the war he lived in Union, where he was the postmaster. (Kentucky State Gazeteer, 1879) He was also the proprietor of a general store, Clements and Connelly Grocers.

He was appointed postmaster on 25 Jan 1865.

Clements was married to Minerva J. Riley (3 Sep 1835-9 Nov 1904). He died on 17 June 1900.
