He moved from New York City to Newport, Ky in 1795, where he was licensed as an attorney in 1797.; He was elected to state government, serving in the Kentucky House of Representatives in 1803, and the Kentucky Senate 1817-1821 and 1833-1837 before retiring from politics. He was chosen as one of the original trustees of the Newport Academy in Newport, Ky.; Richard owned extensive real estate in both Cincinnati and Northern Kentucky.
