Biography
Richard attended law school at William and Mary College in Virginia. He moved from New York City to Newport, Ky in 1795, where he was licensed as an attorney in 1797.
He was elected to state government, serving in the Kentucky House of Representatives in 1803, and the Kentucky Senate 1817-1821 and 1833-1837 before retiring from politics. He was chosen as one of the original trustees of the Newport Academy in Newport, Ky.
Richard owned extensive real estate in both Cincinnati and Northern Kentucky.
