Woodford was born in Boone County, Kentucky and was the son of Samuel Barkshire and Frances Newman. He was enslaved to the Barkshire family and transferred to Joseph and Nancy Hawkins.
Woodford was in Rising Sun, Indiana by 1836, where he was officially manumitted by Nancy Hawkins in 1848. He was a known UGRR conductor who helped others to freedom as far away as Canada. Woodford Barkshire died in 1868, and is buried in Rising Sun, Indiana. - Member
