Charles Ross was likely born into enslavement. His first appearance in documentation is his marriage record, when he married Jane White in 1869. Given that their first child was born around 1865, they were likely married previously, but did not have it legally recognized until 1869.

Charles and Jane were married in Boone County (Ky.), and lived in or around Big Bone, where Charles worked farming. By 1880 they had moved to neighboring Kenton County (Ky.) with their large family, and Charles was listed working as a servant.

The couple had moved back to Boone County by 1900, and were living and farming in Beaverlick. By 1910 they had moved across the Ohio River to Rising Sun (Ind.). Much of Boone County's African American population had already moved to Indiana by then.

Jane died sometime between 1910 and 1920. The couple's son son Julius had married, and 1920 found the widowed Charles living with Julius and his family in Rising Sun. That is the last record featuring Charles, and it is likely he died sometime in the 1920s.
